The developer has published biographies, voice credits and character art for the launch roster. It has not published stat differences, per-character abilities or anything else that would let one civilian be ranked above another.
That gap is the single most useful thing to know before reading character content anywhere. A page that ranks these characters is not working from published values, because there are none — it is either describing a personal impression or repeating someone else’s.
What does differ per character is progression. Civilian levels are tracked individually, and story-mode challenges unlock alternate costumes, so the character you commit to determines what you unlock rather than how you perform.
