The progression overview confirms four separate tracks — Profile, Killer, Civilian and Weapon — and states that a player can prestige on reaching the maximum progression level in any of them, for additional rewards. That is the whole published description.

It gives no level cap, no numbers, and no list of what a prestige resets or keeps. It also does not describe a prestige challenge, a cost, or any condition under which prestige would be temporarily unavailable. So the on-screen refusal cannot be checked against a published rule, because there is no published rule to check it against.
