The controls that reward comfortable placement are the ones used under pressure rather than the ones used in menus. As Michael, that is Shape Jump, Killer Sense and the Stalk inputs, because they are used while tracking a target rather than between matches. As a civilian, it is the interaction key, the item you expect to use during a chase, and the talk key.

Everything else can stay where it is. Rebuilding a full layout before the first match usually means rebinding keys you have not yet used for anything, and the locked inputs above mean a layout can look finished while one prompt still expects the original key.
