A successful warning can let you request police calls, direct residents to hiding or have them follow. These options solve different immediate problems. Automatically asking every resident to follow can make you overlook a chance to prepare the route or strengthen the response elsewhere.
Choose the request according to what you can do next. If you are still identifying the escape, think about how you will keep track of the people you have found. If the route is prepared, think about how to move the rescue forward. These are planning questions, not claims about a hidden optimal number of followers.
Personality is the published civilian stat associated with persuasion, contacting authorities, followers and resistance to Fear and Stalk. The overview does not publish the thresholds needed for an individual interaction. Do not turn a character’s friendly backstory into an invented guaranteed persuasion success rate.

Randomization changes the route, not the shared objective
The multiplayer overview describes changing locations for resources and escape routes. Learning landmarks is still useful, but a landmark and an objective spawn are different kinds of knowledge. Recognizing a house does not establish that a needed item will always be inside it.
When an old route fails, update the plan instead of assuming the game has lost the object. Search based on the current information and communicate what you have actually checked.
